Where a notice of violation and order to comply have been served pursuant to the Housing Code and if, upon reinspection at the end of the time specified for compliance, it is found that the violations have not been remedied, if no petition for hearing has been filed the Housing Division may order the building, dwelling or other structure, or parts thereof affected by the continued violations, vacated in accordance with the following procedure:
(a) Vacation shall occur within a reasonable time not to exceed sixty days.
(b) All outer doors shall be firmly locked and basement, cellar and first story windows shall be barred or boarded to prevent entry.
(c) Vacated structures shall not again be used for human habitation until written approval is secured from the Housing Inspector.
