Whenever the Housing Division determines that a building, dwelling or other structure is dangerous as defined in Section 1365.07
it shall give notice to the owner or occupant thereof either by registered letter to the last known address or by other official form of notification. Unless he receives a notice of appeal within five days, it shall:
(a) Affix on the door or entrance a printed placard declaring that the building, dwelling or other structure is unfit for human habitation or injurious to the public safety and is ordered vacated. No person shall deface or remove the placard. The Housing Division shall remove the placard whenever the defects upon which the condemnation and placarding were based have been eliminated.
(b) Serve notice, as provided herein, to the owner and occupant or lessee of any building, dwelling or other structure found by him to be dangerous within the standards set forth in Section 1365.07
, that:
(1) The owner shall vacate and repair or demolish the building, dwelling or other structure in accordance with the terms of the notice and the Housing Code; and
(2) The occupant or lessee shall vacate the building, dwelling or other structure or, with the consent of the owner, may have it repaired in accordance with the notice and order and remain in possession.
