No person or legal entity shall paint or cause to be painted any brick, block, or pre-cast cement, gravel or stone portions of any commercial buildings located within the corporate limits of Ashtabula, Ohio without first obtaining the approval to paint the same from Ashtabula, Ohio’s Building Commissioner.
