1329.02 SYSTEM OF BUILDING NUMBER ASSIGNMENT.
   (a)   Buildings on all streets shall be numbered in blocks of hundreds, in accordance with the plans and maps prepared by the City Engineer which are on file in his office. In general, one number on each side of the street shall be allowed for each twenty feet in the residence and apartment house districts, one number on each side of the street shall be allowed for each fifteen feet in the commercial and industrial districts, and one number shall be allowed for each twenty feet on streets in the undeveloped areas.
 
   (b)   Upon streets running in a general easterly and westerly direction, even numbers shall be placed on the southerly side and odd numbers on the northerly side. Upon streets running in a general northerly and southerly direction, even numbers shall be placed on the easterly side and odd numbers on the westerly side.
 
   (c)   On avenues and courts, the first number in each block shall be of the 100 corresponding to the street number at the beginning of the block.
 
   (d)   On streets in the easterly section the numbers shall start from State Road at 1900, decrease toward the Ashtabula River and increase easterly. In the westerly section numbers on streets shall start at 1900 and decrease easterly from the following described line: beginning at the point of intersection of the westerly township line of Ashtabula Township and the south shore of Lake Erie; thence southerly along the township line to its intersection with the center line of Woodman Avenue; thence southerly along the center line of Woodman Avenue and a straight extension thereof to its intersection with a straight extension westerly of the present southerly City limits. From the above described line, all numbers on streets in the westerly section shall increase westerly starting at 1900.
