For purposes of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
(a) "House trailer" means any self-propelled or nonself-propelled vehicle so designed, constructed or added to by means of accessories in such manner as shall permit the use and occupancy thereof for human habitation, whether resting on wheels, jacks or other foundation, and used or so constructed as to permit its being used as a conveyance upon the public streets or highways.
(b) "House trailer park" means any site, lot, field or tract of land upon which three or more house trailers used for habitation are parked, either free of charge or for revenue purposes, and includes any roadway, building, structure, vehicle or enclosure used or intended for use as a prat of the facilities of the park. A tract of land which is subdivided and the individual lots are leased or otherwise contracted for shall constitute a house trailer park if three or more house trailers are parked thereon.
