Before proceeding with the construction, placement, enlargement, alteration, structural improvement, structural repair, structural replacement or removal of any building or structure, (including, but not by way of limitation, mobile homes and modular homes), a building permit therefor shall be obtained by the owner or his agent from the Building Inspector.
