1315.03 PLAN APPROVAL; RECORDS OF PERMITS, INSPECTIONS AND COMPLAINTS.
   The Building Inspector shall pass upon all questions relating to the strength and durability of buildings or structures and proper installation of electric wiring, and shall examine and approve all plans and specifications before a permit is issued upon the work in question. The Building Inspector shall keep a complete record showing the location and character of every building or electric wiring equipment for which a permit is issued and shall file every report of inspection made on the building. Reports shall bear the name of the inspector making the inspection. He shall keep a record of all complaints of violations of the building and electric wiring ordinances and shall cause all complaints to be investigated.
