No contractor, workman or other person shall proceed with any part of the construction, enlargement, alteration, structural improvement, structural repair, structural replacement, or removal of any building or structure, or the installation of any heating or power apparatus therein, for which a permit is required, unless the permit shall have been issued by the Building Inspector. If a permit has been issued, no person shall commence work before the placard furnished by the Building Inspector is posted in a conspicuous place on the premises.
