(a) The City Manager is directed to insure that no contract is executed by him on behalf of the City involving construction for or on behalf of the City or any divisions or departments unless the contract contains a provision requiring the contractor and all subcontractors to hire City area persons wherever and whenever practicable.
(b) The City Manager shall see that all specifications prepared for construction to be done by the City shall include a provision requiring the employment of City area men wherever and whenever practicable in the prosecution of the work to be done thereunder.
