109.01 CITY MANAGER'S AUTHORITY.
   The City Manager may make any contract, purchase supplies or materials, or provide labor for any work under the supervision of any City department involving not more than thirty thousand dollars ($30,000) without requesting formal competitive bids for same. When an expenditure within any City department, other than the compensation of persons employed therein, exceeds thirty thousand dollars ($30,000), such expenditure shall be effectuated only after the City Manager has made a written contract with the lowest responsible bidder as a result of formal competitive bidding procedures, after advertisement for not less than two nor more than four consecutive weeks in a newspaper of general circulation within the City.
   The City Manager shall in the procurement of the aforementioned goods and services comply with all other applicable City Charter, Codified Ordinance and Ohio Revised Code requirements.
