No person shall violate the provisions of this chapter, the Plan or the regulations issued pursuant to the authority contained herein, or shall willfully obstruct, hinder or delay any member of the Alliance Emergency Management Commission and persons acting under the Plan or the regulations in the enforcement of any provision of this chapter, the Plan or the regulations issued pursuant to the authority contained herein, or shall willfully obstruct, hinder or delay any member of the Alliance Emergency Management Commission and persons acting under the Plan or the regulations in the enforcement of any provision of this chapter, or the Plan and regulations issued there under.
