During times of imminent public danger, or emergency, the City Manager or his designee is hereby empowered to act in accordance with Section 27 of the Ashtabula Charter until such time as City Council can assemble and formally declare an emergency. The City Manager may formally declare an emergency and seek the support and resources of higher levels of government in accordance with the State and Federal laws, or the National Response Plan.
