107.02 DEFINITIONS.
   As used in this chapter:
   (a)   “Attack” means a direct or indirect assault against the City or its government, the State of Ohio or the United States, by an actual or potential enemy that causes damage to or destruction of life, property or the environment by acts of sabotage, acts of terrorism, invasion, convention, nuclear, chemical or biological warfare, and the uses of other weapons or processes.
   (b)   “Director” means the Director of Emergency Management as designated by the City Manager.
   (c)   “Disaster” includes but is not limited to, actual or threatened enemy attack, sabotage, extraordinary fire, flood, storm, epidemic or other impending or actual calamity endangering or threatening to endanger health, life or property or constituted government.
   (d)   “Emergency” means any period during which the Congress of the United States or the City Manager has declared or proclaimed that an emergency exists.
   (e)   “Emergency management” includes all emergency preparedness and defense activities and measures, whether or not mentioned in this chapter, that are designed or undertaken to minimize the effect upon the civilian population caused or which could be caused by any hazard and that are necessary to address mitigation, emergency preparedness, response and recovery.
   (f)   “Emergency Operations Plan” means the prepared plan of the City to be implemented in case of attack, disaster or emergency.
   (g)   “Emergency preparedness” in its broad meaning means to carry out the basic government functions of maintaining the public peace, health and safety during an emergency. This includes plans and preparations for protection from, and relief, recovery and rehabilitation from, the effects of an attack on the City by the forces of an enemy nation as the agents thereof, and it shall also include such actuality in connection with a disaster as defined herein. It shall not, however, include any activity that is the principal responsibility of the military forces of the United States.
   (h)   “Principal operatives” means the principals listed in the Emergency Operations Plan of the City, employees, equipment and facilities of all City departments, boards, institutions and commissions; and, in addition, it includes agencies of the principals of the Emergency Operations Plan, their equipment and facilities.
   (i)   “Volunteer” means contributing a service, equipment or facilities to the emergency operations organization without remuneration or on loan from another governmental body.
