Bounded on the North by the portion of the north municipal corporate limits line of the City of Ashtabula located east of its point of intersection with a line which is a northerly extension of the centerline of Ohio Avenue;
Bounded on the East by the portion of the east municipal corporate limits line located north of the east-west railroad right-of-way commonly referred to as the CSX line;
Bounded on the South by the portion of the municipal corporate limits line which follows the center line of the foregoing railroad right-of-way and is located east of the center of the Ashtabula River channel, but including those incorporated areas located contiguous to and south of said railroad right-of-way, specifically including the incorporated portions of Columbus Avenue, East 28th Street, East 29th Street and East 30th Street; and
Bounded on the West by the following: Commencing at a point in the center of the Ashtabula River channel, which point is the intersection of the center line of the foregoing CSX railroad right-of-way with the center of the Ashtabula River channel;
Thence northerly along the center of the Ashtabula River channel to a point due east of the point of intersection of the center line of Great Lakes Avenue with the center line of Lake Avenue;
Thence due west to said point where the center lines of Great Lakes Avenue and Lake Avenue intersect;
Thence northerly along the center line of Lake Avenue to its point of intersection with the center line of West 14th Street;
Thence westerly along the center line of West 14th Street to its point of intersection with the center line of Ohio Avenue;
Thence northerly along the centerline of Ohio Avenue, and a northerly extension thereof, to a point which is the intersection of said northerly extension of the centerline of Ohio Avenue with the north municipal corporate limits line.
