The dock line on the west side of the Ashtabula River for a distance of 400 feet southerly from the southerly end of the dock line established by the federal government is fixed and established as follows: beginning in the westerly line of the Ashtabula River at the southerly end of the dock line as established by the federal government and running thence in a straight extension of such line one degree forty-seven minutes west 160 feet; thence south twelve degrees forty minutes east 240 feet.
