The wharves and docks hereafter constructed on the west side of the Ashtabula River below the present docks of the CSX Railroad shall be placed upon the same line, curving when necessary to conform to the stream, of the same height and upon the same grade as the docks of such company. Such grade of the company's docks is assumed and established by Council as the grade for wharves below the company's docks on the west side of the river.
