(a) Commencing June 1, 1994, and continuing each and every June 1 thereafter, any person or entity operating or maintaining a public bathing area in the City shall apply for an annual written authorization from the City Board of Health allowing or permitting said person or entity to operate or maintain said public bathing area.
(b) No person or entity shall be permitted to open, maintain and/or operate a public bathing area in the City without first obtaining authorization or permission from the Ashtabula City Board of Health.
