(a) All airplanes, seaplanes and airborne craft shall conform to the applicable U.S. Coast Guard and Civil Aeronautics Authority regulations. All aircraft when waterborne shall be governed by the U.S. Coast Guard regulations the same as any other vessel.
(b) When airborne, they shall be governed by Civil Aeronautics Authority regulations, and the responsibility of averting any collision when airborne shall rest with the aircraft.
