963.38 LOUNGING ON BRIDGE.

No person or persons shall assemble upon or about any of the bridges, and then and there lounge or loiter and conduct himself in a manner annoying to persons passing by or to the distress of any other person or persons whatsoever, or commit any indecent or disorderly act while stopping upon or about such bridges.
