963.27 IDENTIFICATION OF VESSELS.
   No master, owner or person in possession, charge or control of any vessel shall operate, navigate, keep or maintain the same in the harbor unless the same shall have a name or number plainly or conspicuously displayed thereon which shall comply with all U.S. Coast Guard regulations. The name or number shall be of such distinctive character that any vessel may be readily identified.
