Every vessel, derelict or obstruction which has been abandoned or allowed to sink in the harbor is declared to be a nuisance. The master, owner or person in charge or control, or property owner when applicable, of any such vehicle or derelict or obstruction shall, upon notice from the harbor master, abate the nuisance within five days. Every day such nuisance continues after the five-day period shall constitute a separate and distinct offense.
