963.22 SPEED IN HARBOR.
   (a)   No person shall operate any vessel over 100 feet in length in the harbor at a speed greater than six miles per hour. Yachts, powerboats, pleasure craft or vessels under 100 feet in length shall be operated at a speed which is not greater or less than is proper having due regard to the safety of other vessels and of any other conditions then existing in the harbor, and it shall be prima facie lawful to operate same at a speed not exceeding six miles per hour within a no wake zone. All vessels shall be operated at all times as expeditiously as is consistent with proper movement.
   (b)   The limitations on speed prescribed by this section shall not apply to waterborne aircraft in the process of landing or taking off.
