Every person in charge of any vessel shall, upon request of the harbor master, furnish information as to the name and address of the owner of such vessel, the kind and amount of cargo, to whom consigned, to where and from where shipped, how long the vessel will be in port and such other information as may be required to keep a complete record of harbor activities.
