963.16 LIMITATIONS ON HARBOR IMPROVEMENT.
   No person, firm or corporation shall construct, renew, repair or alter any pier, wharf, retaining walls or revetment, or drive any piles, or deposit any timber, stone or other substance, or construct any structure so as to project above or below the waters of the harbor or any part thereof without first having obtained a permit therefor from the Engineer who shall before issuing such permit obtain the approval of the harbor master. Prior to issuing his approval, the harbor master shall submit applications for permits for new construction to the Port Authority for its recommendation.
