The harbor master shall see that no captain, owner, master or other person having in charge any steamboat or other vessel, craft or other float anchors or otherwise fastens or causes or permits to be anchored or fastened any such steamboat or other vessel, craft or float in the harbor so that the same shall obstruct the passage of any other steamboat or other vessel, craft or float coming into or going out of the harbor. No captain, owner, master or other person shall so anchor or obstruct the passage as aforesaid, or refuse to move the same after being ordered to do so by the harbor master.
