The harbor master shall order all steamboats, ships and other vessels having self-unloading conveyors or booms, while lying in the harbor loading with such conveyors or booms swung outboard, to have at nighttime a conspicuous light and to move conveyors or booms inboard upon signals from vessels or ships wishing to pass. No captain, master or persons in charge of any steamboat, ships or other vessel shall neglect or refuse to comply with the provisions of this section.
