(a) The harbor master shall also have power and shall prevent all persons from:
(1) Throwing gravel, stone or ballast of any kind into the harbor that may be calculated to destroy or obstruct the navigation of the same.
(2) Placing any stone, gravel, ballast or other thing on the bank or wharves of the harbor or upon the government piers thereof, in such manner or position as to render it liable to be washed or otherwise conveyed into the harbor.
(3) Making or diverting any channel for passage of water so as to carry any gravel, stone or other thing into the harbor.
(4) Throwing or placing any filth or offal into the harbor.
(b) The harbor master shall prevent any owner, master or other person having in charge any steamboat, vessel or other craft from loading or unloading at the harbor any coal, ore, sand or other substance liable to obstruct navigation without a good and sufficient preventive against any such substance falling into the harbor.
(c) The harbor master shall also prevent all persons from driving or placing any piles, stone, timber, earth or other obstruction in the harbor without permission from the City.
