The Board of Directors of the Port Authority shall appoint a chief executive of the harbor of the City as defined in Section 963.07 to be known as harbor master, provided that until such time as the appointment of the harbor master is deemed necessary, the chairman of the board of directors of the Port Authority shall be the acting harbor master and shall have all the powers and perform all the duties thereof. The harbor master, under the direction of the Port Authority, shall perform all the duties required of him by the ordinances of the City relating to harbor master and such other duties as may be required by the Port Authority or ordinances of Council.
