(a) The Port Authority shall be governed by a board of directors composed of seven members appointed by the City Manager, with the advice and consent of Council, who shall serve staggered terms of one, two and three years and four members for four years respectively, in accordance with the provisions of Ohio R.C. 4582.03. The sixth and seventh members shall be appointed for one and two years respectively.
(b) After the initial appointments, all subsequent appointments shall be for terms of four years, and no more than four members of one political party shall be appointed to membership on the board.
