(a) Any person, business, firm or corporation who knowingly violates any of the provisions of this Chapter is guilty of a misdemeanor of the first degree.
(b) Any person, firm or corporation who violates Sections 951.03(d) or 951.12(a) shall, in addition to any other penalty or liability, be liable to the City of Ashtabula, Ohio for treble damages in a civil action brought by the City Solicitor for the cost of removing solid waste from any premises in the City involved in such violation.
