(a) Full payment shall be due upon receipt of the relevant statement of account. Any bill not paid when due shall have a late payment fee often per cent (10%) of the unpaid amount added to the next statement. Each new charge for rubbish collection that goes unpaid may have a late fee added to it, but only one late fee shall be added to the amount incurred in a single billing cycle. Credit for a minimum thirty-day vacancy may be obtained by single- family or multiple- residence households with prior notification to temporarily discontinue service and submission of paid utility stubs denoting the absence of (an) individual(s) living there for the length of time credit is being applied for, or other documentation from the utility companies testifying to the vacancy. Failure to either pay when due or to submit evidence of vacancy shall be evidence of the maintenance of a public health nuisance as defined in Section 951.01(f)(2).
(b) All households within the corporate limits of the City shall receive residential, curb-side City pick-up unless receiving commercial service as a multiple residence consisting of four or more units. Private haulers may be issued a license to pick up said residential/commercial establishments contingent upon standards specified in Section 951.04 and all amendments thereto; and submitting to the Auditor's Office, a certified list of all residential, commercial and industrial customers serviced within the corporate limits of the City.
