Industrial, commercial or individual producers of solid waste may transport such solid waste through the streets of the City of Ashtabula, providing the conveying of such solid waste is made in vehicles/trucks so constructed as to cover and contain contents thereof, except when being loaded or unloaded, and provided further that the ultimate disposal of said solid waste is made without violating any Environmental Protection Agency Regulations or any other provisions of this section.
