Moneys received from the collection of the sewer rental charge authorized by this chapter shall be deposited with the City Finance Director, who shall keep separate and distinct funds to be known as the Water Pollution Control Fund, and the Water Pollution Control Capital Fund. When appropriated by the City Council, the Funds shall be available for the payment of the cost of the management, maintenance, operation, replacement, repair, enlargement and debt service of the sewerage system and sewage pumping, treatments and disposal works. Any surplus in the Funds shall be used for enlargement or replacement of the sewer system or disposal works, or for prepayment of debt, as City Council may authorize.
