Delinquent amounts for sewer rentals and/or rubbish disposal charges shall be certified and assessed as a lien upon the property served. Each sewer rental charge which has become due and has remained unpaid for thirty days may be certified by the office of the Finance Director to the County Auditor, not less often than annually, together with the permanent parcel number of the premises to which the sewer rental and/or rubbish disposal charge(s) has/have been made. The amount certified shall include a ten percent collection fee to be added to the amount of the delinquent charge or bill. The amount so certified shall be placed by the County Auditor on the tax duplicate of the County, to be collected as other taxes are collected.
