937.01 DEFINITIONS.
   For purposes of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
   (a)    "Debt service charge" means a charge levied on users of the treatment works to pay the outstanding capital indebtedness of the treatment works.
   (b)    "Domestic user" means any residential user with up to four dwelling units contained within one structure or building.
   (c)    "Industrial wastes" means liquid wastes resulting from any commercial or industrial operation or process, which waterborne or liquid wastes enter the City system of sanitary sewage or any portion thereof, from any premises having a connection, directly or indirectly therewith or thereto.
   (d)    "Measured water" means all water, other than metered water measured by any water measuring device.
   (e)    "Metered water" means water measured by meters of the Ashtabula Water Works Company.
   (f)    "Non-domestic user" means a class of users containing any industrial establishment, commercial establishment, institutional establishment or residential establishments with five or more residential dwelling units contained within one structure or building.
   (g)    "Sewage" means water or waterborne wastes.
   (h)    "Sewerage service charge" means a charge levied on a sewerage user to fund the operation, maintenance, replacement and bond retirement cost for providing waste water collection and treatment service.
   (i)    "User charge" means a charge levied on users of a treatment works, for the users' proportionate share of the cost of operation and maintenance (including replacement) of such works and Sections 204(D)(1)(A) and 201(h)(2) of the Federal Clean Water Act.
