933.03 MAINTENANCE OF SEWER SYSTEMS.
   (a)    For purposes of this Section, the term "private sewers" shall be deemed to include all lateral sewer lines connecting a building to a public sewer main sanitary line maintained and operated by the City of Ashtabula.
 
   (b)    The City shall maintain all public sewers within the City in such manner so as to eliminate plugging or root intrusions and minimize infiltration.
 
   (c)    The City shall not be responsible for the maintenance of private sewers within the City limits. Owners of private sewers shall maintain private sewers in such a manner so as to minimize infiltration and eliminate breakages which might allow entrance of surrounding earth or backfill into the City's collection system. The owner of the private sewer shall be responsible for the operation and cleaning of the building sewer from the building to the point of connection with the public sewer main sanitary line. The owner of the private sewer shall also be responsible for the maintenance, operation, cleaning, repair and reconstruction of the building sewer from the building to the street curbing or the beginning of the paved portion of the roadway if no curbing exists. Only repair and/or reconstruction of the building sewer from the face of the curbing or the pavement edge to the point of connection with the public sewer main sanitary line shall be the responsibility of the City. It shall be the responsibility of the owner to notify the City that such repair or reconstruction is required. It shall be the responsibility of the owner of the private sewer to keep the entirety of any lateral line free of any obstructions from the building to the point of connection with the public sewer main line. The City shall not reimburse the owner for any work performed on a lateral sewer line from the face of curb, or pavement edge if no curb exists, to the point of connection with a public sewer main sanitary line.
 
   (d)   The City shall maintain all City/County junction structures in such a manner so as to prevent restricted County flows into the City system. All flow measuring devices located within the subject junction structure shall be maintained by the City so as to read and record accurate sewage flows at all times.
 
   (e)   Sewage measuring devices on private sewers shall be maintained by the owner of the private sewer in such a manner so as to record accurate flow at all times. Subject flow devices shall be subject to inspection by the City.
