Owners of shrubs and plants shall:
(a) Trim such shrubs and plants which overhang or extend over any part of a public sidewalk or public street so as to maintain a clearance of eight feet between the street or sidewalk level and the lowermost branches of such shrubs and plants.
(b) Trim or remove every dead, decayed or broken shrub or plant, or part thereof so that the same shall not fall onto a public street or public sidewalk.
(c) Trim or remove such shrubs and plants as may be necessary to provide a clear and unobstructed view of traffic from all directions at any street intersection.
