(a) No silver maple, poplar, box elder, basswood, willow or honey locust shall be permitted upon any tree lawn in the City. The Director is authorized and directed to cause all such existing trees to be forthwith removed.
(b) Any silver maple, poplar, box elder, basswood, willow or honey locust upon private property in the City, in such close proximity to any public place in the City as will permit the roots of such tree to penetrate through or under the surface of any public place in the City, is declared to be a public nuisance and may be abated forthwith by the Director.
