Gutter obstructions or pipes not in conformity with the provisions of this chapter may be removed or repaired by the City to conform to the provisions of this chapter. All pipes in gutters on dirt streets shall be maintained and kept in good condition by the occupants of the premises using the gutter crossing. (1980 Code 93.19)
