909.03 GUTTER DRAINAGE PIPES FOR DIRT STREETS.
   Where a driveway entrance or any turnout from any paved street is constructed or repaired, the gutter shall be left free and unobstructed. On dirt streets, steel or iron pipe of at least an eight-inch inside diameter shall be used except where the gutter depth prevents such use. In such case a written permit shall be secured from the City Engineer before a pipe of less than an eight inch inside diameter is installed. All pipes for a driveway entrance or any turnout shall
be at least two feet longer than the width of the driveway at the gutter. However, no pipe shall be less than twelve feet in length. The pipe shall be located in the established gutter at proper grade so as not to interfere with drainage. The services of the Division of Engineering shall be available without charge to anyone desiring to locate or maintain such pipes.
