The City of Ashtabula acting under Ohio R.C. 503.40 to 503.49 need not hold any hearing in connection with an order denying or revoking a permit to operate a massage establishment or masseur or masseuse license. The City shall maintain a complete record of each proceeding and shall notify the applicant in writing of its order. Any person adversely affected by an order of the City denying or revoking a permit to operate a massage establishment or masseur or masseuse license may appeal from the order of the City to the Court of Common Pleas in Ashtabula County. The appeal shall be in accordance with Ohio R.C. Chapter 2506.
