763.07 DISPLAY OF PERMIT OR LICENSE; INSPECTIONS; PHYSICAL EXAMINATIONS.
   (a)    Each permit holder shall display in a conspicuous place open to the public within the massage establishment his/her current permit so that the same may be readily seen by persons upon entering the premises.
   (b)    Each masseur or masseuse shall display his or her license at all times in the area where the licensee is providing massages.
   (c)    The Chief of Police and the Health Commissioner, or their representatives shall from time to time and at least four times a year, make an inspection of each massage establishment granted a permit under this chapter for the purpose of determining that the provisions of this chapter are complied with. Such inspection shall be made at reasonable times and in a reasonable manner. No permit holder shall fail to allow such inspection officer access to the premises or hinder such officer in any manner.
   (d)    Each masseur or masseuse will be required to undergo a physical examination performed by a licensed physician certifying that the masseur or masseuse continues to be free from communicable diseases. This physical will be required each year when the masseur or masseuse renews his/her license.
   (e)    Other operating requirements.
      (1)    Every portion of the massage establishment, including appliances and apparatus, shall be kept clean and operated in a sanitary condition.
      (2)    All massage establishments shall be provided with clean, laundered sheets and towels in sufficient quantity and the sheets and towels shall be laundered after each use thereof and stored in a sanitary manner.
      (3)    All walls, ceilings, floors, pools, showers, bathtubs, steam rooms, and other physical facilities shall be in good repair and maintained in a clean and sanitary condition. Wet and dry heat rooms, steam or vapor cabinets, shower compartments and toilet rooms shall be thoroughly cleaned and disinfected each day the business is in operation. Bathtubs and showers shall be thoroughly cleaned and disinfected after each use. When carpeting is used on the floors, it shall be kept dry.
      (4)    Oils, creams, lotions or other preparations used in administering massages shall be kept in clean closed containers or cabinets.
      (5)    Eating in the massage work area shall not be permitted. Animals shall not be permitted in the massage work area.
      (6)    Each massage technician shall wash his or her hands in hot running water, using a proper soap or disinfectant before administering a massage to each person. (Ord. 2003-04. Passed 1-6-03.)
