(a) No person shall operate or cause to be operated a taxicab or other motor vehicle for hire within the City without first obtaining a license therefor from the City Manager. Prior to the granting of such license, the applicant therefor shall first make application to the City Manager. The City shall have the right to inspect vehicles, financial records and personnel information, as a part of the application to operate a taxicab.
(b) This Chapter shall not apply to private motor carriers as defined in Section 4923.02(A) of the Ohio Revised Code.
