The City Manager, or any employee designated by him shall forthwith, make or cause to be made an investigation of the character of the applicant and of the fitness and suitability of the shooting gallery from the standpoint of public safety and compliance with the regulations hereinafter set forth. After completing such investigation, the Chief of Police shall return the application to the City Manager with his recommendation endorsed thereon.
