731.04 USE OF PCB.

   (a)   No person shall use any PCB other than its use in the manufacturing or processing of other substances or mixtures, or its use in PCB equipment, or its use incidental to placing into service or continuing service of PCB articles or PCB equipment, unless the permitted uses are restricted or prohibited by federal or State law.

   (b)   The prohibitions of Sections 731.03(d)(2) and (e)(2) shall be subject to the exemptions set forth in Sections 731.07(b) and (c).
