The provisions of this chapter shall not apply to sheriffs, constables, other public or court officers; other persons acting under the authority of any State or federal court in selling goods, wares or merchandise in the course of their official duties; or to any person, firm or corporation who has been continuously engaged in retail business in the City dealing in the merchandise sought to be so sold for a period of six months immediately preceding such sale when such sale is conducted by and in the name of the merchant, provided that only one such sale shall be conducted within any twelve-month period. In the latter case, the inventory required by this chapter shall be filed with the City Manager.
