Before issuing a closing-out sale license, the City Manager shall require the applicant to pay a license fee of one hundred dollars ($100.00) for each thirty-day period of the sale or part thereof. However, only one license shall be issued to any one person, firm or corporation within a twelve-month period, and no license shall be issued or renewed for more than ninety consecutive days.
