No person shall construct or operate a community antenna television system or any other system or equipment designed to or capable of transmitting television or radio signals by wire, cable, conduit or any other means, overhead or underground, on poles or otherwise in any street, lane, avenue, alley or right-of-way of the City, nor shall any person erect or install any poles, wires, pipes, conduits or any other fixtures or apparatus therefor in the City, without first obtaining a franchise, license or contract from the City to do so.
