A poolroom, billiard room, bowling alley, game room/video room shall at all times be kept in a clean, healthful and sanitary condition. All police, sanitary and other enforcement officials of the City shall have the right to enter therein at any time during business hours or at any time the premises are occupied for the purpose of inspection. No person shall prevent or hinder any enforcement official from making a full inspection of the premises.
