A poolroom, billiard room, game room/video room shall be constructed and maintained to afford a clear view of the interior of such place from the street on which the business is located, if at all practicable. The business place shall be free from any screens, partitions, fixtures or obstructions which prevent a clear view of the entire place from the street, and the room shall be constructed and maintained to afford a clear view of the interior from any entrance of the room.
